The Final Dissolution of Capitol Session
Severe weather kept the Capitol crowd away from closing proceedings of the third Congress as many measures failed for lack of time while lobbyists watched. The President announced no extra session will be called. Ninety three government clerks were discharged from the Quartermaster General’s office and a bill to arm Southern Negroes failed in the Senate.

Butler prints reply to Henderson in House speech
In Washington on July 27 Gen Butler obtained leave to print his House speech replying to Senator Henderson. Butler claims Henderson chose the Sabbath to speak since Butler had gone home before a reply. He contends the committee did not charge Henderson and that the evidence shows Henderson’s anger over the inferences. Butler compares Henderson to a bird shot at by a hunter and ends with a quip about Uncle Toby and a fly.
