Sinking funds tax the metropolitan district unfairly

The Massachusetts sinking funds are top heavy and cities and towns in the metropolitan district pay excess due to a 3 percent earnings assumption. The policy, dating back years, uses a lower assumed return than earned, shifting burden onto present residents while reducing future taxes and starving funds for future generations. The 1909 treasurer Elmer A. Stevens notes this injustice with a stark example.
