Secretaries Decision Limits Bond Authority at Ports

At U S ports a single partner could not bind a firm for duties. Since March 1823 bonds could be entered by one member, but a May inquiry to Secretary Bristow led to a Treasury decision restricting this practice. The Baltimore port raised the issue, and the May circular printed Secretary Bristow's reply with guidance.

The claimant bought cotton in 1865 knowing it funded treason, and proceeds captured under the Captured and Abandoned Property act could not be recovered. The Confederate government was deemed an unlawful, treasonous entity without valid authority.
