Philadelphia July 22 The commission inquiring into actor John McCullough’s mental state reiterates he has been lunatic for six months with lucid intervals and unable to manage his person or estate. Real estate valued at 200 dollars and personal property at 44304 dollars. A court likely to appoint Guarantee Trust and Safe Deposit as committee of the state with Wm. F. Johnson as committee of the person.
The Portland Yacht club opened its new two story clubhouse on Merchants' wharf with a supper and speeches by Commodore Senior Judge C W Goddard Judge Haskell George F Rand Captain Lay and other city officials. About 70 attended. The club, organized in 1869, has 200 members and 28 or 30 yachts.
Asheville NC July 22 The first encampment of state troops in the south since the war began with nineteen companies of the North Carolina state guard in camp. A Goldsboro Rifles coach overturned near Asheville injuring fourteen men four seriously but no fatalities reported as visitors arrive from Tennessee Georgia North Carolina and Virginia.
Washington reports that Commissioner Black battles to form a Boston examining surgeons board. Bartlett is appointed while Gavin and Whittier decline, leaving Bartlett alone as delays hit Boston pension work. The issue prompts possible inquiry into Bartlett while Gavin and Whittier resist serving with him.
Special Despatch to the Boston Post reports the president may appoint a nonlocal to the Portland collectorship. While endorsing Bradbury and noting Cleaves and Anderson, the president favors a vigorous new man, possibly from outside the city, with Redman briefing for the post and Bradbury linked to the surveyorship if Redman or an outsider wins. Charles B. Harmon of Biddeford is noted as a potential inside track.

Valley crop damage is estimated at 50,000 dollars. A separate Dart regatta delay occurs in Rock Island Illinois after a 2:10 pm wind and rain.
The funeral service for Rev Dr S Irenzus Prime editor of the Observer was held at Forty second street Presbyterian Church with family mourners and a large cross section of professionals attending. Interment followed at Woodlawn Cemetery. Also noted, the rape conviction case of Wim McCarthy was adjourned to August 1 as time was needed to review papers for a new trial.
Denver July 22 Judge Gillett of the United States circuit court ordered a suspension of principal payments on the consolidated mortgage bonds of the Denver and Rio Grande railroad upon petition by George Coppell chairman of the New York committee of bondholders. A final hearing is set for October and the receiver Jackson is directed to pay the first mortgage bond coupons maturing last November in New York next week.
Representatives of Colorado railway lines meet in Chicago to form a pooling association covering all traffic between Ogden Deming and Albuquerque to the west and Colorado to the east. Members include Union Pacific Denver and Rio Grande and Atchison Topeka and Santa Fe.
President Brown of the Rochester and Pittsburg railway company was served with an injunction forbidding advertising and sale of the road under a June 2 1855 decree to satisfy bonds held by Union Trust Company of New York. $2,051,252 is due. The injunction was obtained on affidavits by H H Warner and E P Olmstead claiming sale unnecessary.
Miss A Taylor Tate, president of the Wheeling female college, Worcester bound to take charge of the Dread Institute denies a Wheeling telegram story as malicious.
The body of Joshua B Mead, a young American law student who killed himself by leaping from the hurricane deck of the steamer Quebec off Nicholas, has been recovered and identified. A stray advertising insert about Angostura bitters is included in the clipping.

A committee meeting at John A. Andrew hall heard an address by Thomas Flatley, state executive for Massachusetts, urgingBoston supporters of Ireland to back Parnell and a forthcoming general election. The talk called for funds and canvassers to aid Irish prosperity and freedom.

Kansas City, July 23. A Ft. Reno dispatch notes the enrollment of Cheyenne and Arapahoe Indians has ended, showing a drop since 1874 from 3095 and 2300 to 2164 and 1300 respectively, a total of 3469. Government beef rations drop to 90,000 annually with four rations at 15,000. About 900 men exist with 100 entered as scouts. tribes own around 3000 ponies. Sheridan to stay a couple more days. An order to eject cattlemen from Indian leased lands is expected soon. Indian difficulties are regarded as practically over.
In Boston and Vicinity five o clock Wednesday Patrolman Webb extinguished a fire at David Carcon's residence 26 Cottage street Charlestown damaging clothing worth 15 dollars owned by Mrs Carcon caused by children playing with matches. A wooden building on De Wolfe street Cambridge owned by Thomas Stearns occupied by Zebah Hayden as a carpenter's shop burned. Stearns loss 300 dollars insured Hayden 1000 dollars not insured stock and finished work destroyed. The fire was incendiary in origin and nearby Alexander Bellam's dwelling suffered 50 dollars damage.
A glimpse into Drury Lane treasury ledgers from 1765 shows nightly costs of £69 14s 6d, about £417 5s weekly. Garrick earned £16 1 1/2 per week, Yates and wife shared £20, King £3, Mrs. Cibber £15, Mrs. Pritchard £14, Kitty Clive £10 10s. Last Christmas pantomime nights would cover Garrick’s weekly company outlay many times over.

Forest fires rage in Camden county near Waterford. Perthtown residents armed with shovels fought the flames to save the town, risking nearby homes of C. Perry as several hundred firefighters battle the blaze.
