Chinese Treaty, Plenipotentiaries Debate In Senate
In Washington the Senate approved a resolution to study letting a private postal card pass at 1 cent. A long floor session followed with debates over the Chinese laborers bill and the pending fisheries treaty. Mitchell defended the treaty. Morgan criticized it as a sham. The river and harbor bill moved toward final passage as the House adjourned after a long private pension bill session.
