In Washington Clifton Breckinridge of Arkansas assesses the tariff bill. In London on July 18 Mr. Gladstone described the local government bill as an outline to be filled by Liberals. He credited the Parnellites for not blocking its passage and urged that definite issues be submitted to the tribunal. He said he would not push rejection or endless debate on the Parnell bill and insisted the commission apply only to members of the House of Commons.
London reports that Mr. Gladstone at Sir Wilfrid Lawson's home praised Liberal prospects, criticized Mr. Parnell action as unfair, warned of judicial commission hurdles, commended Nationalist forbearance, urged timely Home Rule action, and opposed coercion while blaming voters for its continuation.

Paris July 18 The Journal Des Debats says France has no information that Emperor William will seek Czar backing to press disarmament on France. In St Petersburg such a request would meet no response and French political circles mock the report.
London reports Sir Joseph Veale McKenna plans a motion opposing the proposed judicial commission to probe the Times charges. Separately MakCata mats eruption in Japan kills 400 and injures 1000. Paris notes the Chamber delays Panama lottery loan measure. Queen Natalie and Princess Mourouz arrive in Paris.

Newport July 18 The steam ferry Jamestown operating between Jamestown and Narragansett struck sunken rocks near her dock this morning. She leaked badly and has been temporarily withdrawn from service.
A. J. Welch of Hartford Connecticut sold his black stallion Atlantic to N Minaie of Rome Italy for 15000 dollars and the bay mare Valkyra for 9000 dollars to the same buyer. Atlantic’s record is 2 21 but a trial heat shows a mile in 2 17 Valkyrie’s record is 2 19 4 Mr Mise will depart tomorrow with the horses.
