Proclamations for Martial Law Overview
Washington notes three martial law orders issued by the Administration. An April 27 directive to the commanding General authorized suspending habeas corpus along military lines between Philadelphia and Washington. A July 2 modification extended authority to the New York–Washington line. A third order, under the President, placed Key West Tortugas and Santa Rosa under martial law.
