Ireland settlement plan outlines duties and governance

An Irish secretary with a capable military adviser would be appointed along with a new chief of the Royal Irish Constabulary. Arms would require permits, amnesty would be denied, and a garrison strong enough to maintain order would remain. Social safeguards for Loyalists in the south and west would be created as Sinn Fein wanes. Lord Lansdowne notes 40,000 troops under General Maxwell and full government support. The Official Gazette lists Lord Castletown and Sir David Harrel as Lord Justices during the vacancy in the Lord Lieutenant's office, indicating a governing commission until a new administration forms.
