Governor Andrew, in Washington on July 4 1859, pressed for mercy for Cyrus Plumer listed as a blood relative of a politician. President Buchanan granted a brief reprieve, issued amnesty, and a special messenger delivered the proclamation that evening as the nation marked its birthday.
