London July 5 Mr Davitt begins his case before the Parnell commission. Witness London ex MP says Mayo famine caused by rack rents and that the Herds league murdered tynen Hudd and Kavanagh. He alleges the league was paid by police and organized by Whelan, who died. He says police incited the outrages and he refused to inform authorities to avoid becoming an informer.

Paris and Queenstown report July 5 Independence Day observances by American officials, while Canada faces a Franco Irish republic scheme with mixed official reaction and military readiness.
New York dispatch says the Pope through the cardinal secretary of state has sent his allocution to all powers with a note asking their interest in his condition. No decision will occur until the note is reviewed. Italian government reportedly prepared for the note's possible impact and Vatican rumors of departure may be strategic.

Lonpoy July 5 The west division of Fife held an election to fill the parliamentary seat vacated by the resignation of R. P. Bruce. The contest concluded with a result that will determine representation for the constituency.
In the latest election Birrell the Gladstonian candidate secured 3551 votes while his opponent Wemyss a Radical Unionist polled 2758. In the prior contest Mr. Bruce a Liberal was returned without opposition.
July 5 reports detail ten blocks burned in Ellensburg destroying 200 buildings with losses from 2 to 7.5 million in structures and 1.25 million in goods. Only Lynch's block and Ellensburg National Bank remain brick. 150 people destitute. Other fires noted in Chelmsford Norfolk Lewiston and Boston area with extensive property damage and insured losses.
Washington July 5 special Army orders list Captain Thomas T Nixon relieved from adjutant general duties and reassigned to publication of war records. Lieutenant A L Totten detailed as professor at Yale. Second Lieutenant William H Harris resigns effective Sept 4. Naval orders detach Lieutenant F H Lefavor for sick leave and reassign Chief Engineer William Brooks to inspect Texas machinery. Passed Assistant Engineer H N Stevenson detached to work on machinery for Concord and Bennington at Chester Pennsylvania.
New Haven coroner Mix finds railroad accident caused by the careless omission of Thomas Shields, declaring him criminally responsible for Mary A. Brigham's death. A warrant is issued for Shields's arrest.
Detectives at Harrison Street locked a man in a witness cell amid secrecy in a Cronin case arrest. A Frenchman named Tremble was later identified as the suspect, then discharged. The Burke extradition trial in Winnipeg resumed with evidence on Chicago murder procedures. extradition regarded as certain. A Boston Pilot letter questions Dr Cronin murder connections and cites Rev Joseph Reeks in London.
New Haven July 5 funeral services for Theodore Dwight Woolsey ex president of Yale University were held this afternoon. Preliminary rites at his residence were attended by family and intimate friends, with ex President Porter President Dwight and many professors present. Public services followed at Battell Chapel with a sermon by President Dwight praising Woolsey’s intellect will and leadership. Interment occurred at Grove Street cemetery.
Boston scene as Home Market Club splits with Radclyffe supporters circulating letters and proxies. President and directors call Radclyffe’s circular misleading while Radclyffe allies circulate rival endorsements signed by prominent figures including two Congress members.
Kansas City July 5 It is announced that Wabash and Alton demand breaking through lines from the West to Chicago under the Interstate Commerce Railway Association plan They threaten to carry traffic on through lines at local rates to Kansas City and to Chicago The Rock Island will not break bulk unless an agreement is reached A lively rate war is feared. Curacao July 5 The Railway Age reports six month bankruptcies eight railways totaling 2690 miles and 126 570 000 invested including St Louis Arkansas Texas International Great Northern Chicago Atlantic Bankruptcies foreclosures eight lines total mileage 1575 and bonds stock 92 673 000 Wabash supplied nearly two thirds of these totals.
At 8 o'clock last evening Alexander Barrett of West Roxbury drowned while bathing in the Charles River. The body was recovered. He leaves a widow and one child.
A letter from George F. Hoar of Worcester dated June 24 1889 lauds the recipient for safeguarding protection and aiding Republican gains in the last election. Hoar expresses support for continued ties with the Home Market Club and its ongoing work under the recipient’s valuable guidance.
Senator Frye notes the last great political contest centered on the tariff and lauds the Home Market Club for its service. He asserts the club should continue its work beyond campaign cycles and praises its efficient secretary for sustaining benefit, with continuation promised on the next page.

The Post reports B F S Bullard of Roxbury appointed as messenger at the Mayor's office replacing Joseph A Josselyn of Charlestown. Ernst, the mayor's secretary, says Josselyn was removed for not strengthening the administration and improper pay arrangements. Josselyn denies discharge stating he resigned for better offers and illness. Ballard, from Ward 19, formerly in real estate, served in the Civil War and is active in Republican politics. Josselyn plans to move to New York to pursue an oil project with health issues cited.
At Little Silver Crossing three miles north of Long Branch a carriage carrying four people including Mrs. Ward mother of Joseph Ward and Elsie Keating was struck by the 3:30 express on the Central railroad of New Jersey. Mrs. Ward, Mr. Keating, and the nurse were mangled and carried over 100 feet. Elsie survived an hour. A horse was killed.
