Quorum ruling sparks clash over House records and votes
The debate centers on whether a quorum can be declared by presence alone or by active voting. Republicans cite historic New York and Tennessee cases and demand yeas and nays for journal clarity. Democrats defend the Speaker’s count as constitutional, warning of legislative fraud if journals misstate votes.

Bruce Named recorder of deeds despite local doubts
Washington January 29 Special reports the nomination of Blanche K Bruce for recorder of deeds replacing James M Trotter. Bruce has ties to Mississippi politics but has lived in Washington for years. Perry Carson criticizes the choice as nonlocal. Also the Treasury issues a second call for national bank depositories to reduce public balances by March 1 1890 covering about the same total as the first call. About eighty banks are affected.
