London report says Sir John Mowbray plans to resign his Oxford University seat in the House of Commons and be raised to the peerage. If he resigns the Liberals will contest the seat but have little chance of success.
London reports that Mr Sexton defended the Parnellites against claims they misused American donations. He asserted every penny was honestly devoted to its intended purpose by men whom he said Chamberlain was unworthy to bind. He argued Chamberlain’s plan would not satisfy Tories Liberals or Parnellites seeking effective legislation.
Herr Barth of the Freisinninge Zeitung is sentenced to six months in prison for publishing a report that the Czar of Russia attacked Villaume the military attaché at the German embassy in St Petersburg. Conservatives and Nationals nominate Count Herbert Bismarck and William Bismarck for the Reichstag. Bundesrath agrees to bar horse exports to France. Landtag debate seen as adverse to the government.
London reporting criticizes Prince Bismarck for claiming the Emperor can fix the army bill duration. In Britain a divorce decree frees composer Edward Solomon from wife Lily Grey to his first spouse. Cambridge and Oxford boat race set for March 26.
New York reports fresh smallpox cases rising to nine with tenements and boarding houses affected. Health officials condemn concealment by households while tracing locations at West Fifty-sixth and Forty-sixth streets and Second Avenue. Coachman Henderson is named as the probable common source. 252 vaccinations were given today, up from 185 and 114 on prior days.
In Trenton New Jersey a joint session failed to elect a U.S. senator as 38 Democrats backed Abbott and 1 Bedle while Republicans abstained. The session adjourned with no quorum and ballots to continue tomorrow as Democrats hope to secure sufficient votes. Similar joint ballots occurred in Austin and Indianapolis with competing candidates and shifting majorities as lawmakers push toward a decisive choice.
The body of Andrew Norton aged about 60 was found on the Boston and Maine tracks near the gas house crossing in Malden. Norton had been seen purchasing two tickets to Dorchester and likely fell from the 5:57 p.m. train with his arm crushed by the wheels, causing instant death. The local Medical Examiner viewed the remains and Norton leaves a widow and six children.
William J. Mahon, long reported missing from Woburn, is located at Worcester City Hospital. He attempted suicide in a hotel Monday and gave the name Dolan upon admission, later admitting his true identity as Mahon.
The exposition commissioners voted against an 1887 fair and urged the appointing bodies to back a centennial exposition in 1885 to mark Ohio's first settlement in 1755.
United States Consul Phelan reports the customs department will impose a nominal fine of 25 dollars on the American fishing schooner Howard Holbrook. The balance of the 400 dollars deposited is to be returned after the case for breach of customs laws is settled.
New York and New Jersey ports see union steamship crews refuse coal loading after Knights of Labor order not to handle coal. About 17,000 workers expected to strike, with health, gas, and ferry services affected. Violent clashes reported as nonunion replacements are sought and police intervene.
In Green Point L J on January 26, James F Woodberry and Daniel Mahoney signed a statement denouncing wage violence. They urge coal companies to pay fair prices to handlers and avoid hiring gunmen to shoot workers and children. The Have Meyer Sugar Refining Company on Commercial Street closed, leaving many unemployed as the coal supply runs short.

John Dominique a Great Falls grocer was arrested for a debt in Maine and forcibly moved across state lines by a sheriff. A Dover justice ruled the transfer lawful. Dominique was jailed after refusing to post bond. His lawyers seek a habeas corpus writ and plan suit for 50000 damages.
The House of Representatives passed a resolution to investigate newspaper charges of corrupt actions at the May 1886 General Assembly session. The preamble cites alleged corrupt practices, the District Court bill, temperance act, and a supposed bargain over the U.S. Senate election. The measure aims to verify the claims and determine necessary actions.

Separately, a boiler explosion near Egypt oil district killed William Maitland and Samuel McCormick, demolishing the boiler house.

It schedules rates to 20 cents for twenty words at 1000 miles, 15 cents for 2000 miles night, and 35 cents per 100 words night 75 cents by day. It allows government to buy existing lines, require bonds, and set a five year contract with potential renewal.
