International questions on Maximilian and France

The piece questions the United States response to demands from Maximilian and from France regarding the Rio Grande affair. It notes the U S does not recognize Maximilian or France as having real influence and would likely dismiss inquiries with brief formal replies. It suggests Juarez could seek explanation, but otherwise the government would ignore such appeals. The dilemma is presented as a stimulus to public speculation.

Statement of US self government and constitutional powers

The United States must present a grave example to the world as it seeks to show mankind the capacity of man for self government. Government is instituted by the consent of the governed in a republican form, with powers delegated by the Constitution and all powers not delegated kept by the States and the people.
