Bryan Plan Would Have Democrats Walk Out To Ratify Treaty
Bryan proposed that if no compromise is reached Democrats abstain to let a two thirds vote of those present approve the treaty with Lodge reservations. He argued the majority of the whole Senate could ratify if a quorum is present, shifting responsibility to Republicans and President Wilson. Critics dismissed feasibility, noting 14 to 15 Republicans might vote against and that 41 was the peak Lodge reservations vote.
