In Indianapolis the First Presbyterian Church filled for a sermon by Rev. Dr. Haines. The pastor addressed General Harrison in parts and announced he would leave his home at 2 15 p m tomorrow escorted by Governor Hovey Mayor Denny and others. An escort of 400 veterans from George Thomas Post will meet them at Ohio and Pennsylvania streets and accompany them to the depot.

In Chicago on February 24 Missouri Pacific and Union Pacific did not join the proposed gentlemen's agreement. President Adams reportedly grew disgusted and departed for Boston as talks stalled. Gould said the Missouri Pacific would not sign before Kansas City Fort Scott and Gulf and Missouri Kansas and Texas joined, with the latter two seeking a rate guarantee. The guarantee was refused.

Diplomatic dinners indicate shifting personal and international relations as Prince Bismarck laments colonial burdens and warns against colonial disputes harming German ties with great powers. Reports say a German squadron to Samoa may await events in East Africa and that pressure over Mataafa does not alter Germany’s Franco-British stance.
Paris report details a ministerial declaration read to both houses. It pledges cooperation with the President, support for the 1890 budget, and a broad policy to promote industry and peace. It emphasizes order, liberty, and vigilance against factions, with committees and inquiries slated for upcoming days.

The decision asserts the office may withhold patents and that both McDonough petitions are denied.
In Paris police dispersed small Socialist gatherings at the Hotel de Ville and arrested several who resisted. Orderly meetings occurred in Bordeaux Lyons Roubaix and Marseilles. In Nantes agitators shouted Vive la revolution Sociale, gendarmes broke up the meeting and arrested several attendees.
The Official Messenger repudiates Atchinoff claiming official Russian support and clears France of blame in the Sagallo incident where Atchinoff’s expedition members were taken prisoner by a French cruiser. It says relations will not be affected as Atchinoff ignored conditions for Russian settlement in French territory.
In Rome on February 24 a first ever baseball game drew about five thousand spectators on an elliptical plot in Piazza di Siena. The event attracted Rome's literary and artistic classes, foreign school pupils, and royal observers including the Queen and the Prince of Naples. The Chicago All-Americans won 3 to 2 over the All-Americans.
London on February 24 reports several sailings including the steamer Iowa bound for Boston on February 28 and the Venetian from Liverpool to Boston on February 23. The La Gascogne arrived in New York via Havre today. Also noted are Wyoming and Aurania departing Queenstown for New York today.
Baltimore today hosted a gathering of leading civil service reformers who adopted a series of resolutions urging the incoming Harrison administration to uphold civil service laws, expand the classified service, and ensure appointments based on fitness rather than party service. Notables present included Theodore Roosevelt, Richard H. Dana, H. H. Sprague, and Dorman B. Eaton, with speeches stressing bipartisan support and stringent reforms.
A Northern Central Express train from Philadelphia struck a broken rail near Ralston and Roaring Branch, throwing the rear coach into a stream. About thirty aboard were injured, with several serious cases. Conductor William Dale suffered a severe head wound. Gotlieb Beyer, A. D. Oberton, Elmer Goden, Simon Zerrg, and others sustained head, chest, and bodily injuries. The car did not catch fire and most victims were treated at Canton or Elmira hotels.
James G Blaine writes from Washington on February 22 1889 resigning his Maine delegation seat for the centennial inauguration duties. Governor Burleigh is informed and Maine appoints ex Governor Connor to chair the delegation in Blaine's absence.
