House fealty and force in voting questioned in Congress
In a tense session, Mr Butler questions whether the House can compel members to vote. The Speaker admits no method to force a vote, likening it to not forcing a horse to drink. Debate continues on enforcing attendance and the use of absentees and dilatory motions as the roll shows 217 members present.
