The Carnegie Free Library of Alleghany was formally dedicated in Prrrsnure with President Harrison declaring it open. Carnegie presented the key to Mayor Pearson as music by the Mozart Society and a Bishop Whitehead prayer framed the ceremony. Harrison praised the library as a bridge from ore to learning and urged trusteeship for mankind.
Labor unrest spreads from Brockton to Nasuva Natick and New York as unions report strikes over price lists and work terms. In Brockton lasters quit at noon while New York carpenters win after contractors discharge non union workers and restore former staff. Public and private factory actions continue with meetings and planned walkouts across multiple cities.
ConcorD New Hampshire February 20 Governor Goodell granted a further reprieve to James Palmer the Portsmouth murderer until May 1 so the full bench of the Supreme Court can rule on the application for a new trial at the March term.

Schaefer posted a 14 inch balk line game to Heisers eight ball game. The event features Scmler Slosson Cotton Ives Heiser and Maurice Daly with a 4000 purse and 40 percent to the winner.
Secretary Brunnell announces eight umpires for the Players' National League double umpire system in 1890. Gaffney of Worcester, Ferguson of Brooklyn, Knight of Boston, Mathews of Philadelphia, Gunning of Fall River, Jones of New York, Holbert of New York, and Ross Dames of this city. Dames formerly led second basemen and was associated with the Bostons, Chicagos, and the Seacums of London Ontario.
Wasumetrox February 20 Lieutenant Charles B. Moore ordered to duty at the Naval Academy. Commander James D. Graham detached from New York Navy Yard to command the Monitor at Richmond Virginia, relieving Commander Felix McCusley ordered to command the Nip sic per steamer March 8.

The Navassa rioters were sentenced this forenoon. George S Key, Henry Jones and Edward Smith convicted of murder, were sentenced to be hanged March 28. Fourteen men tried for manslaughter received penitentiary terms from two to ten years in Albany.
