Suffrage amendment faces Senate opposition and House revision

The suffrage amendment stalls between Houses as the Senate Judiciary Committee's rights proposal is opposed. The House version returns trimmed of Senate edits, and Senate declines to adopt it, delaying action. Proposals to refer the amendment to state conventions or legislatures after passage are rejected, signaling distrust of the people.
