Sewell Ford recounts the latest bulletins on Torchy junior, an amusing teaser to appear in the Boston Sunday Post Magazine.
Washington February 17. The peace treaty compromise grew tangled with senators stressing limited chances of broad agreement while backers in the Senate insisted lines on both sides were not clearly breaking.
Senator Hitchcock pessimistically noted potential stalemate as Republicans rejected all compromise on the Article 10 reservation. He warned ratification depends on GOP concessions while some Republicans and Democrats weighed possible shifts to secure or oppose the current reservation.
Party leaders on both sides showed doubt over immediate developments as debate on the treaty stretches on. Democrats pledged forty votes for Hitchcock’s alternate article 10 reservations, while Republicans faced potential pressure if a Democratic change displaced their stance. No vote on modifications occurred as rationing politics continued.

Public utilities representatives testified before the Coal Strike Settlement Commission and the Senate sub committee that a 14 percent wage rise for coal miners is offset by lower freight rates and prices. They urged continued government control of coal distribution until normal conditions return and criticized railroad administration and wartime confiscations. Virginia and Boston Edison officials warned of car shortages causing service curtailment and urged a government agency to manage coal issues to save millions.
M H Aylesworth of the National Electric Light Association told the commission that public belief a wage increase would not reach consumers was wrong. He said operators added the rise to utility charges, making rate increases inevitable. He noted regulated utilities have slim profit margins and cannot absorb higher costs. Chairman Robinson asked if coal storage in summer could stabilize mining jobs, to which Aylesworth replied they would accept the extra double handling costs.
Tanies demand relief as they push for an upward revision of rates to be blocked by higher fuel costs. They warn the price increase could raise living costs and strain budgets.
