Sooke Matthews Bill For Subway
Subway legislation dominated yesterday's Metropolitan affairs hearing at the State House. Ex mayor Matthews was absent, as the committee opened with the Boston Associated Board of Trade and Public Franchise League petitioning for city‑funded subway expansion to connect with East Boston and the Elevated lines, leased to the Elevated company for up to two years at a minimum 4.73 percent net cost rental. Brandeis and Prince criticized the Matthews bill as indecent, while Mayor Collins and Corporation Counsel Bailey represented Boston, along with J Otis Wardwell of the Elevated Railway. Brandeis reviewed subway law history from 1894 to 1898, arguing for city ownership of the system, and the Board of Trade pressed for a 20 year term to prevent readjustment. The Elevated company contends the 4.78 percent rental is high and object to a short lease. Supporters included Mark Mulvey, George Upham, William Taylor, and Robert Paine, Woods. The hearing resumes Monday at 10:30 a.m. with Dr Morton Prince to speak.
