Secretary Lansing said the submarine dispute with Germany cannot close until the US fully weighs the impact of Germanys pledge to sink armed merchant ships without warning after February 29. The delay follows no final settlement of Lusitania negotiations.
The Lusitania pact, worked out after months of negotiation, was presented by Count von Bernstorff in a form acceptable to the United States only if it survives the new submarine campaign. Washington will seek explicit assurances that neutral and non combatant safety at sea remains unchanged, fearing a renewal of the earlier tensions between the United States and Germany.
President Sidney W. Winslow of the United Shoe Machinery Company faced an all day cross examination by U S District Attorney George W. Anderson before the Senate committee weighing Brandeis Supreme Court confirmation. Winslow modified much of his yesterday claims of Brandeis unethical conduct and said he bears no malice.
Anderson questioned Brandeis over early dissatisfaction with United Shoe Company leases and his prior counsel work for shoe manufacturers. The committee treated the hearing as a criminal trial with the panel as judge and jury, while Fox represented Brandeis opponents.
Alexander McGregor former Governor's Council member and last year contender for the governorship resigns from the Houghton and Dutton Company. He plans to resume insurance work likely in the Albion Building and to enter real estate development.
The admission of 15 bulky volumes containing Bay State Street Railway Company annual reports since 1900 as evidence in a six cent fare case proved a major hurdle. After heated arguments the Public Service Commission adjourned to Wednesday at 10 30 AM to continue deliberations.

In Huntington West Virginia on February 16 Lulu Defoe fired at Rosa McMasters on a moving street car after accusing her of eloping with Defoe's husband Leon ard Defoe. Rosa McMasters died from a severed jugular vein. Lulu Defoe was arrested for murder and Leon ard Defoe for disorderly conduct.
Charles Sumner Bird telegraphed Governor McCall urging support for the Roosevelt presidential campaign. He notes that in last fall’s gubernatorial race McCall backed him for his liberal platform and asks for continued backing.
A Winchester Mass letter from Charles Sumner Bird urges Governor elect Roosevelt support and liberal Republican unity. It argues Wilson policy weakness defines the campaign issue and warns McCall against aligning with the party machine to back a Chicago delegation. The note stresses preserving liberal Republican gains and Roosevelt leadership.
Medfield State Hospital trustees voiced support for Superintendent French in dismissing Miss Jane R. Bosfield, a 22 year old colored girl stenographer, ruling the action warranted for insubordination. They stressed the board had not officially ruled on the case.
Lawyers for the girl say the case will go to the Legislature if the Civil Service Commission does not rule for equal rights. Governor McCall may be pressed to prevent discrimination in state institutions. A delegation asked the governor to influence action after Bosfield case details were reviewed.
Fourteen Sisters of Providence slept as smoke filled Cheverus School in Malden near Irving and Ferry streets. The blaze started in a basement bin of waste paper, spreading through the halls before firemen arrived. No injuries, damage about 200 dollars.
Corporation Counsel John A. Sullivan and a Boston Chamber delegation urged the legislative committee on metropolitan affairs to place the proposed high pressure fire station for city protection in the Charles River basin.
Mrs Hyman Shapiro of 26 Lowell Street West End fought a burglar inside her house. She clung to him through a stair fall and held on until police arrived after her cries of fire. The burglar's partner escaped with eight silver cups valued heirlooms of the Shapiro family.
When burglars entered, Mr. and Mrs. Shapiro fought them off. The husband chased one intruder who fled, while the second attacker leaped stairs and was tackled by the woman who cried fire. Police arrested the man, John Ponce, 31, of 3 Margaret street North End, who refused to identify his partner. The cups stolen were gifts from Vilna on the couple’s wedding day 18 years ago.
Brantford Ontario February 16 Tom Longboat the famed Indian runner enlisted today in the scout section of the 15th Battalion. He returned to Caledonia to report for duty in a few days noting that married men may enlist as well as single men.
The Russian Caucasus forces under Grand Duke Nicholas captured Erzerum, the Turkish Armenia fortress, after five days of fierce fighting in subzero temperatures. The victory opens a path toward the Tigris valley as British defenses in Egypt are threatened.
Turkish fortress Erzerum reportedly fallen with thousands captured and vast munitions seized. British relief for Mesopotamian forces including Kut el Amara anticipated. Russians may advance through eastern Armenia in spring. Constantinople could be imperiled. German leaders von Der Goltz and von Sanders rumored at Erzerum.
