He urged publishers to target legitimate markets and avoid subsidies, explaining how the Eagle supports low priced papers and swift distribution for newsboys.
Secretary Bayard and Attorney General Garland held a hearing at the State Department on the Nicaragua Canal bill. Representatives of the Atlantic & Pacific Transit Company argued constitutional and fairness objections. Judge Daly spoke for the Nicaragua Maritime Canal Company defending the measure. A final report to the President is expected soon with no strong likelihood of an adverse ruling.

Testimony shows different plans and materials including oak and papier maché, bid timing questions, and figures around 270000 dollars.Witnesses discuss when the plans emerged and whether an alternative clause existed.
Calumet Michigan February 14 all shafts except No 5 sealed as miners in shafts 2 and 4 come up due to gas and smoke. Fire remains in the burned section but no new timber is encroached. Shafts are being banked and smothering resumed. duration of closure remains indefinite.
The national convention of Master Builders adjourned in PrurApEtparA after deciding to meet next in St. Paul on January 20, 1890. Officers elected include President Edward E. Scribner Boston secretary William H. Hayward Boston treasurer George Tapper Chicago with many directors such as L. B. Soule Boston Richard Hayward Providence and BE. D. Crane Worcester. A banquet with 647 covers was held at Horticultural Hall this evening.
Washington dispatch describes President Cleveland's daily grind and public duties, his openness to constituents, and his firm stance on tariff reform as central to the Democratic Party's future, with belief in a strengthened party and a peaceful transition on March 4.

The final state reception to the army and navy at the White House drew a large crowd. President Cleveland and Mrs. Cleveland received guests with elaborate decorations and music by the Marine Band. Attendants included Miss Bayard and Mrs. Endicott, Mrs. Whitney, and Mrs. Dickinson.
In Charleston on February 14 the U S Senate ballot produced Goff at 42 and Kenna at 41 with the rest scattering. Forty five votes were required to elect.
