Senator Sumner Proposes Constitutional Equality Amendment
Sumner submits an amendment declaring equality before law across the United States and each state, including negro suffrage and citizenship. The New York Evening Post welcomes it, extremists praise it, and the Judiciary Committee reports it adversely in two days. A Henderson resolution also advances with two articles of amendment: no slavery or involuntary servitude allowed, except as punishment for crime. Congress empowered to enforce by legislation.

Money Market and Banking Conditions in the Past Week
The past week saw easy access to money at banks and in the open market with modest loan and discount demand. First class endorsed paper lingered at six percent, while Prime collateral loans shared the same rate. poorer notes and unproductive stock dealings bore higher charges based on security strength, pledges, and credit length. The new National Bank currency is gradually circulating but awaits larger bill print to affect money matters, treasury notes with one or two years to run serve as temporary legal tender when others are scarce, and gold coin remains largely unused despite legal tender status.
