Representatives from the Southern Publishers' Association and Periodical Publishers' Association argued against sweeping changes. Rosewater disputed a $70 million annual loss figure, calling it a bookkeeping error that includes rural free delivery losses. Others defended the zone system and cost recovery, while critics warned higher postage could push publishers to private delivery. Assistant Postmaster-General Koons noted ongoing private delivery work.
