Note from Richmond men to Major Eckert on conference basis

The letter dated February 2 1865 from Tredegar Campbell and Hunter to Major Eckert requests informal talks at Fortress Monroe with any Lincoln appointed appointee to explore terms for a peaceful settlement. They state passport conditions do not bind them and emphasize self government and popular rights as core. They caution that acceptance of a passport does not commit them to any agreement.
