At a Massachusetts hearing on the 2.75 per cent beer standard, Allan G. Buttrick argued the state may permit manufacture and sale of non‑intoxicating beer citing doctors and scientists. He said Congress cannot apply wartime limits to general prohibition and urged Massachusetts to allow beer with not more than 2.75 percent alcohol within its borders. Former Mayor John F. Fitzgerald attacked prohibitionists, urged scrutiny of enforcement promises, and criticized Republican support for ratification.
