Clapp and Ballou Claim Arbitration Terms Expanded

A bill authorizes Harbor Commissioners to extend the arbitrators time to January first next for the Clapp and Ballou claim. Costs and fees are to be paid by the Commonwealth or the parties as decided, with the Governor drawing warrants for any sums due upon award. The measure limits recovery to prior demands and binds assigns by written consent. A separate debate on salaries fixes the Deputy Tax Commissioner at 3000 dollars.
