As ratified by the states the sixteenth amendment grants Congress power to levy a direct income tax on individuals and corporations without reference to state lines. Affected revenue is projected at over 100 million dollars yearly, with exemptions to be fixed by future legislation and the act to supersede the corporate tax once presidential proclamation and extra-session action complete ratifications.
Leaders in Congress anticipate passing the income tax levy as soon as the extra session opens. The exact terms remain undecided but likely exempt incomes under four to five thousand dollars and impose about one percent on most middle incomes. Informal notice came from Senator Brown of Nebraska, who introduced the 1909 resolution underpinning the proposal to the states.

Mrs Annie Delorey of Roxbury testified in her husband's suit in Norfolk Superior Court yesterday accusing Charles A Eaton of Westwood, a wealthy farmer, of insulting her on one occasion and then stating she rode with him three days later.
William J. Delorey charges that while he recovered his health in Maine Eaton alienated his wife's affections and sues for 25,000 dollars. Eaton testifies he dated Miss Margaret Kenney, sister of Mrs. Delorey, for two and a half years and visits to Nantasket Beach with Mrs. Delorey. Mrs. Delorey recalls Eaton visiting, carriage rides, and threats to cease contact if she stays with her husband wife. Delorey admits writing his wife twice during his absence from July to late October.
