Cabinet, Senate leaders and President weigh whether the German ambassador should be dismissed immediately or after an overt act in a war zone. A long cabinet session and a conference at the Capitol precede today’s decisive decision.

William Jennings Bryan urged that entering the European war would be a crime against the nation and world at a Madison Square Garden peace mass. He lauded President Wilson and called for a constitutional referendum on war declaration.
Mrs Margaret G Scott of 19 Jaques Street Somerville, while walking with her 4 year old son on Broadway Somerville yesterday afternoon, identified two men as burglars. She shadowed them, saw them enter a house, and sent an alarm that led to the arrest of one suspect after an exciting chase with an officer threatening to shoot.
Patrick Dwyer, 19, of 2414 Meridian Street Philadelphia, alleges employment as a Boston City Club automobile tender, was arrested in the chase and charged with breaking and entering and larceny in daylight. Mrs. Scott, wife of George K. Scott a Boston shipper at 86 Federal Street, left her home yesterday for a walk and spotted two men matching suspects in Broadway, seen previously on January 17.
German sailors were stopped by police and coast guard while leaving refugee Teuton ships at the harbor. They claimed they were moving their effects to friends’ homes to avoid destruction if hostilities erupt between Germany and the United States.
Officials called the incident possibly suspicious during a calm night on the seven German and Austrian steamships moored at Fast Boston Chelsea and the North End. A treble guard of Boston and Chelsea police, plus federal coast guards, kept strict dockside watch while the neutrality launch Dreamer and patrol boat Watchman patrolled the harbor around the piers.
Henry S. Hyde, 79, longtime director and vice-president of the New England Telephone and Telegraph Company, died at his home in Springfield. He helped organize the Springfield Telephone Company in 1879.
Milk has been increased to 10.12 cents a quart by most large Boston contracting firms. Tf. P. Hood & Sons decided after a conference not to raise prices now despite a belief that costs justify an increase. Hood cites unsettled business conditions and hopes for future relief in other commodity prices.
Fire Commissioner Grady announced yesterday the receipt of a $50 check from the R. H. White Company for the firemen relief fund. The firm sent a letter of thanks for the protection of its Chauncy Street store during the recent blaze and praise for the firefighters' handling of the emergency.
Washington reports that President Wilson plans a decisive break with Germany. Most Senators favor dispatching Bernstorff’s papers and possibly recalling Ambassador Gerard, with a complete severance of diplomatic relations expected within a day or two as Germany’s pledges are deemed intolerable.
A long Cabinet session and a dramatic night meeting of President Wilson and Senators at the Capitol produced unanimity that the challenge to the United States honor must be met. The remaining question is whether to delay action for a German over act or issue passports to Count von Bernstorff.
Three steamships depart Portland loaded with 600 horses each and large munitions for allied armies. A local firm is completing a $4,000,000 order of shell cases for the British government. The Cassandra sails tonight for Glasgow, Athenia to Glasgow by Sunday, and Fremonia bound for Havre, France.
Danish commander Frederik Grue reports a German submarine of about 1000 tons stopped the motor ship Chili in the North Sea east of the Shetlands. The sub gave a permit signed Sattenfeld and two deck guns were aboard, after which the Chili resumed its voyage.
In Salem Oregon Senator Wilbur withdrew the anti alien land bill to avoid complicating President Wilson during the crisis. In Boise Idaho the Senate moved toward indefinite postponement to avoid embarrassing the United States with Tokyo over alien land ownership.
Treasury Department directs customs collectors at all ports including Hawaii and Porto Rico to enforce U S neutrality rules strictly. Emphasis on no vessel leaving without clearance papers and no armed ship leaving without permit.
