Spurring Up the Senate Motion on Railroad Bills

Mr Sohier of Beverly moved to reconsider the House action in preferring to the committee on railroads the petition of the Mog Elevated Railroad Company and lay it on the table. He argued the House lacks rules and guidance as to how reports can be made until joint rules are decided upon. The Senate already possessed committee reports on rules for twelve days with no action. Mr Sivera asked if delaying rules would force a two thirds vote to suspend bills, though a majority currently suffices. Mr Sanger agreed, noting even four fifths might be required to secure. The motion was carried.
