Secret Treaty Discredited Amid War Time Rumors
American officials said they knew nothing of a secret Russo Japanese treaty described in Petrograd dispatches. They doubted a plan for joint armed action against America and Britain in the far east. Officials believe the published articles point to a convention between Russia and Japan aimed at protecting China from exploitation, not targeting the United States or Britain. The Lansing Ishii agreement is seen as pursuing the same goal of preserving Chinese integrity without military force.
