Currency Substitute Amendments Explained by Mr. Springer
The proposed currency substitute combines Democratic committee amendments with Carlisle bill features. It lets currency certificates back deposits secure circulation and lets state banks deposit legal tender notes to obtain certificates, while suspending the safety fund assessment until impaired. It also shifts redemption designation to the comptroller, allows banks to withdraw bonds with lawful money deposits, and provides 6 percent interest on unredeemed failed bank notes after suspension until funds are available.
