Federal Banks Seek Surplus Increase to 10 Percent
Governor Harding of the Federal Reserve Board urged immediate legislation to raise federal banks surplus to 10 percent of paid-in capital. He said several banks could reach 10 percent by Jan 1 and all by next July, to bolster security for $2.5 billion in reserve notes and help the U S financing竞争. He noted earnings are not a major asset for debt repayment and would be a mere bagatelle.
