Italy Eyes Rome by Moral Force Says Menabrea
In Fioresce on December 18 Prime Minister Menabrea defended the government against Liberal critiques. He asserted Italy will gain Rome eventually through moral force rather than arms. Baron Ratazzi countered that Naples and other cities show popular demand for a different policy.
