Admiral Badger argued a world league needs a strong navy with the US supplying much of the international police. He outlined a three year build program adding 16 battle cruisers and other ships to reach 19 by 1825, with American battleships of 48 000 ton displacement and 23 knot speed, and emphasized air power and minesweepers in future fleet operations.

Navy Fleet Distribution Sparks Congressional Question

The admiral emphasizes the goal of an equal US navy to the world’s strongest by 1925, noting it may be unreachable if German ships go to other powers.
