President’s Message Draft Seen Endorsed by Cabinet
The text outlines that the President began drafting his Message only a week ago, though some papers had already predicted its contents. He states he consulted no one about its substance and implies broad Cabinet endorsement reached Friday. The remarks circulated among intimate friends as a basis for believing it will cover substantial points.

Turbulent Reichstag Debates Over Papal Relations
In Berlin on December 6 the Reichstag debated Foreign Office estimates. Ultramontane Windhorst attacked Vatican legation suppression while Bismarck retracted earlier conciliatory remarks and argued for limited Vatican contact through the Italian ambassador. He tied Catholic clergy to state law and warned Vatican influence. The session also covered an Imperial Bank plan with the Bank of Prussia cession and a committee review expected next month.

Iron puddlers reject price offer halting mills
At a final conference in Pittsburg on December 5, iron manufacturers offered to pay 5 ton for boiling but puddlers rejected it. Mills will suspend Monday except a few paying current price of 16 per ton. Large stocks of muck bar and finished iron exist. A prolonged lockout could eject about 40,000 workers and hurt iron and coal interests in the state.

Inquest Hears Air Gauge Clean. Cold Shut Suspected
Fall River reports show engineer Winslow and assistant Morrill testifying the air gauge was in order after a Boston test. They suggest a possible defect in the iron at the air lock top, the so called cold shut, found after the explosion. Four minutes before the blast the gauge read 32 psi and the engine was pushed to 33 psi. J Quigley died around 2 to 3 this morning. Henry Swift is fatally injured and cannot recover.
