Allied circles emphasize need for a convincing American reply to the Vatican plan. The proposal is viewed as unworkable in its present form. U.S. insists Germany must withdraw from France and Belgium before Allies will negotiate. The president will speak for the Allies in this delicate matter.
The exemption board of Division 1 in Malden upheld the refusal to grant exemptions to married men whose dependents are unlikely to become public charges if the family head joins the army. This decision reflects the boards practical stance on wartime exemptions.
Government inspectors to be appointed to review every exemption granted by local boards for dependent claims and appeals to district boards to ensure uniform exemptions nationwide. Married men with families must prove absence would burden public charges. no other excuses accepted.

Washington, Aug. 14. Nominations of nearly 200 general officers in the national army were sent to the Senate by President Wilson. From 37 new major generals and current regular army majors, corps and division commanders will be chosen for the wartime forces. Brigade commanders will be selected from more than 100 new brigadiers.
The War Department announced a composite National Guard division from 26 states and the District of Columbia under Brigadier General Mann to be sent to France. No Massachusetts troops are included, and the commissions run only for the war. All guardsmen are merged into the army. plans foresee 40 new divisions. An advertisement for a player piano follows.
About 1000 people attacked the Women’s Party headquarters in Washington. Eggs were thrown and banners to Kaiser Wilson were torn or destroyed. The disturbance lasted two hours as police arrested two men after initial clashes near the White House perimeter.
In Brooklyn a United States soldier identified as William H. Cook shot two youths after they allegedly called him fatty and pelted him with stones. Charles Zallo, 14, and John Gentarobiccino, 13, both from Stone avenue, were wounded in the chest and arm. Biccino is expected to die. Cook, a Private in the Twenty Second New York Engineers, was arrested and taken to St Mary’s Hospital for identification.
Twenty two survivors of the 41 fishermen from the schooners Mary C Santos and Natalie J Nelson arrived back in Provincetown around Long Point with flags at half mast. Nineteen crew members were lost to the tempest last Friday. The harbor area was crowded with anxious women and children who embraced the survivors as they walked past.
