Count Dillon and M Rochefort were convicted of complicity. the State Council annuls elections in twelve cantons where Boulanger was elected. The general claims he gave embezzled funds to aid widows and orphans. Witnesses place him in Paris on July 15, 1877.
Stevens the long distance cyclist, sent by a New York paper to locate Stanley, returns to the coast after months in Africa. He traveled with bearers and joined Dr. Abbott of the Smithsonian expedition near Kilimanjaro, failing to uncover Stanley. Stevens reports the Msai as fine fellows but found no clue and heads back in two weeks if strength holds.

London Aug. 18 a bill for appeal in all criminal cases in Ireland passed its first reading. Constantinople Aug. 13 Chakir Pasha the new Crete governor vows a liberal policy acceptable to Christians.
The sixth annual New England musical festival began at the Weirs with a 150-voice chorus directed by Professor H. G. Blaisdell of Concord and pianist Mrs. Martha Dana Shepard of Boston. The first concert is scheduled for Thursday after 10 o clock.
Ottawa reports a long cabinet session on the Black Diamond seizure in Behring Sea. Canada seeks compensation through imperial authorities, maintains U S jurisdiction dispute, and notes $120,000 in prior seizure claims. Cabinet also reviews treasury and naval actions, with remarks by Alexander Morse on international law.
Ottawa reports Newfoundland authorities regret a local official refused to acknowledge the Canadian modus vivendi license for the fishing schooner Putnam. The Putnam stopped at a Newfoundland port for bait last month and was denied despite the license. Newfoundland pledges to honor the early-year compact.
Mrs Sally B Weeks Bucknam of Lancaster New Hampshire marked her hundredth birthday this afternoon hosting her children grandchildren and many friends at her Mt Prospect area farm two miles from the village. Married in 1816 she and her husband first moved into the house she still occupies and she remains alert and engaged in conversation with visitors.
A board of inquiry met at the Lyceum in the Brooklyn Navy Yard to investigate the recent Boston cruiser accident in Narragansett Bay. Captain O Kane testified about the trial trip and the vessel's distance from the rocks, with the examination to continue the next day.
The Woman’s Club discussed Mistakes of Methodism as Dr W R Harper led a Bible reading and Jeremiah. Prof J P Mahaffy lectured on Egypt while Dr George Hays spoke on Moses’s copyright claim to the Pentateuch. Washington Gladden’s first lecture praised factory work as beneficial, noting evils and proposing profits sharing. A new Chautauqua English history and literature course was announced for advanced study. E Miner Griswold of Texas Siftings spoke in the evening.

Rochester N Y Aug 13 the August meeting opened with about 6000 spectators and lively betting. A heavy track after night rain slowed scoring with only eleven heats trotted before darkness, one major event to finish tomorrow. Veritas led heat one in the Flower City stake while Star Lily and Sprague Gold Dust split two heats each. The 2:27 pacing finished five heats with Hal Pointer as favorite losing a heat due to a limp. The 2:30 stake saw Veritas and Star Lily collide theatrically, both uninjured as the race paused. Soccer-like chaos and halted action dominated the day as racing officials prepared for completion tomorrow.
