Sacramento put into Queenstown on the 28th short of coal. Pro rogation set for July 30. Lord Mayor banquet to Ministers on the 27th. Earl Russell defense of foreign policy met cool reception. Middle Military Division Formed and War Decree Updates

The Middle Military Division is formed from the Departments of Washington Susquehanna Middle Western Virginia with Gen Sheridan in command at Harper's Ferry. New rules restrict commercial intercourse with insurgent areas, permit limited sutler movement, and revoke prior authorities to purchase in insurrectionist states. A train collision near Annapolis Junction injures one soldier and mortally injures baggage master Groff. Adjutant General Fuller reports Illinois mustered over 180,000 three year men and 35,875 over all calls from a 1.7 million population.

New York reports the steamship City of London arriving from Liverpool and the U S steamer Admiral from New Orleans. Scout Report From Missouri Arkansas Rebel Fight

Burns reports from New Madrid after a 17 day scout through southeast Missouri and northeast Arkansas. Rebels suffered 50 killed and 57 captured 40 wounded including 2 captains, while 1 captain and 3 lieutenants were taken. Federal loss: Captain Francis mortally wounded and 20 others slightly wounded. A large number of mules and horses were seized.

Death of Brigadier General Steadman in Connecticut

Despatch from headquarters confirms Brig. Gen. Steadman died while serving as Colonel of the 11th Connecticut Regiment and recently promoted to Brigadier General for bravery. His Brigadier General commission arrived at headquarters at the same time as his death and was received during his embalming.

Banished merchants among loyalists flee toward Canada
