A U S conference is planned in secret with Pan American nations to address the Mexican crisis. The approach aims to coordinate potential action among the United States and Central and South American governments, avoiding immediate military steps but prepared to support rail and political stabilization if needed. Villa actions in Chihuahua provoke protests from foreign powers and fuel U S efforts to open lines to Mexico City and restore order. Carranza advisers push for U S recognition of a de facto government, while military movements and humanitarian aid continue.
