Corporate income tax would rise from 10 to 15 percent, surtax brackets above 40 percent would be removed, and surtax rates on incomes from $6000 to $50000 would rise. The revised revenue bill aimed to raise about four billion dollars next year, with Mellon’s memorandum withheld and Fordney to disclose it tomorrow.
