Secretary Tracy outlines reasons for rejecting Bath Iron Works bid for Cruiser No 18 Maine. The document explains evaluation criteria, issues cited with BIW submission, and statutory requirements governing shipbuilding procurements. It notes BIW’s proposal failed to meet performance or cost benchmarks used by the selecting authority.

Secretary Tracy received a telegram from Commander Cotton of the Thetis at Ounalaska dated July 12 via San Francisco. The Thetis sighted vessels at Sand Point and Pribyloff, warned and seized ships including the British schooner E. H. Marvin, which will be sent to Victoria.
Secretary Tracy approved the board report at Portsmouth Navy Yard naming best qualified candidates for foreman positions. Master boat builder decision deferred for an investigation into threats by incumbent Stevenson. Board changes include Joseph H. Gardner as quarterman painter and Charles Bartlett as foreman laborer at the wards and docks department.
The Treasury Department estimates a 4.5 million dollar increase in cash available for paying public debt since the first of the month. Under the former debt statement format this would be described as a reduction of the debt.
Vermont Governor invites National and State Societies of Sons of the American Revolution to the centennial celebration at Bennington on August 19, 1891. District of Columbia society appoints representatives General A W Greely names Levi P Morton Redfield Proctor Franklin G Butterfield Henry V Boynton J Breckinridge and Colonel Marshall Mc to attend.
The Naval Retiring Board reports to Secretary Tracy that Lieutenant J. F. Meigs, diagnosed as color blind, should be retired. The President's final action is awaited. The officer was previously examined for promotion and found deficient in color sight, then ordered before the retiring board for examination.
May leave Haverhill as J H Winchell and Co consider options after partner Whitcomb returns Monday. Factory taking stock as labor unions seek higher pay while business remains dull. Exeter plant noted for success may lure operations away.
Fort River July 31. Rev Father Beland and Mrs Joseph Charland were duped by a woman calling herself Mrs Huard from Waterville Maine. She left a five month old child in Mrs Charland’s care after promising funds. The child is in poor health and may be sent to a foundling asylum. Mrs Huard, about 33, dark complexion, thin features, disappeared.
The Summer School of Physical Training at Harvard's Hemenway Gymnasium, Cambridge, conducted by Dudley Allen Sargent, concluded a five week session with a public Visitors Day exhibition. Sixty two women and thirty seven men demonstrated varied calisthenics, marching, wand and dumbbell drills, Swedish gymnastics, and vaulting. The event featured notable instructors and a large audience of ladies and gentlemen, with examinations and a closing reception to follow.
General Perley P. Pitkin's funeral was conducted at his Montpelier home with nearly 400 attendees including state dignitaries and business leaders. Pallbearers from Loyal Lexzion and Lane Manufacturing workers joined Brooks Post and other groups, with services at the residence and Green Mountain Cemetery conducted by Rev. J. Edward Wright.
Christian Workers gathered in Northfield for the conference's opening in a driving storm. Notables on the platform included Rev. Arthur T. Pierson of Philadelphia, Rev. A. S. Gumbart of Boston, R. L. Torrey, George C. Stebbins, Ira D. Sankey, and Mr. Moody who presided. The Rev. Mr. Yarrey spoke on why the Bible is the Word of God as Evangelist L. W. Munhal of Philadelphia looked on.
In Paris on July 31 M Fayette head of the Ministry of Commerce and Industries granted Chicago Fair Commissioners a lengthy interview. He asked many questions about the fair and set a Saturday meeting to discuss details. The delegation then met with American Minister Reid and were greeted by Minister Ribot and other French ministers at a courteous reception and dinner.
Special to the Post reports two ships declared missing at the Maritime Exchange. The three masted schooner D. W. McLean sailed from Laguna May 12 with cedar wood and a twelve man crew under Captain Parker. It is believed lost. Mee Lean was built in Norwalk 1882 and owned by J. Rayner. City of Florence sailed from Antwerp January 30 for San Francisco under Captain Leask. Spotted March 22 at latitude 4 S, longitude 27 W with about thirty crew. Owned by George Smith & Son of Glasgow.
In Concord New Hampshire July 31 the Supreme Court full bench held the Boston and Maine injunction against the Concord and Montreal railroad against building an extension from North Weare to Henneker perpetual. The court ruled no transfer of legislative authority allowing the extension.
The Rev. George C. Sutherland died at his Chelsea home aged 85. Born in Boston, he entered the New England Con ference at 21 and served many circuits including Rochester Middleboro Brookfield Marblehead Woburn and Chelsea where he established a church. He endured fatigue from travel and asthma, was placed on the superannuated list, and retired with a Sunday funeral planned at 9 30.
William Hacker a longtime Masonry official in Indiana died in Shelbyville at 82. Initiated in 1832 he rose to grand master and led Jurisprudence for 24 years. He helped organize Indiana councils and wrote extensively on Masonry. Edmund W. P. Smith of Bogota died in Cartagena Colombia at 28 Brights disease. Thomas Dagyr, 90, longtime Saugus resident and descendant of Lynn's first shoemaker, died Thursday.
Governor Jones issued requisition papers for D. B. Whilden, arrested in Portland, Oregon, after the New York Mutual Life Insurance Company pursued him over a $40,000 policy. Whilden vanished in March 1890, rumored drowned in the Tennessee River, while five insurers face related suits for $30,000 pending in Birmingham courts.
In this city on July 29 and 30, officiated by multiple ministers, George W. Hudgins wed Mary E. Pearson, Hiram McKay married Lillian E. Webster, Amos E. Partelo tied to Flora F. G. Irons, and John A. J. Stohl wed Augusta Anderson.

Charles H McCabe son of James and Rosana McCabe aged 26 dies July 30 in Charlestown. Carleton Lawin Piper aged 9 months dies suddenly July 30 in Cambridge. Mary E Powers wife of Daniel E Powers aged 32 dies July 30 in Cambridge. Thomas Rodman Sisson noted in Boston Highlands July 30. Bertha Isabella Whitley daughter of William and Isabella Whitley aged 1 year 10 months 8 days dies in South Boston July 31.
