Freight Rates to the East and the Interstate Commission's Odd Rulings
In October 1887 the Boston Chamber of Commerce case showed Lake Shore charging 4656 for a Boston bound car versus 36 for New York bound, while New York Central asked 2605 to Boston and 2019 to New York. The commission dismissed Boston’s claim of unjust discrimination. A similar 1888 New York Produce Exchange case reversed, declaring actual, unjust, and unlawful discrimination and ordering cessation of such inland rates. The author argues the law is sound but poorly enforced, lamenting the commission’s inconsistent handling of through rates and urging tougher enforcement to end pervasive rate inequities including the 5 cents per 100 pounds. Potential reform to remove lax administration is urged.
