General Joffre and army leaders explain to Washington officials why American troops are essential at once. They contend an army of 50 000 would aid the French forces and hasten victory and peace. Former Premier Viviani adds that American cooperation means success.
The French war mission members met with President Wilson, Vice President Marshall, and Secretaries Lansing Baker and Daniels in Washington. A key discussion was held between Marshal Joffre and American officers at the home of Henry White regarding war conduct.
A German U boat crew allegedly mutinied in a publicized account. A four man trawler rammed the submarine amidships, wrecked its navigation gear, and forced the crew of 27 to surrender after surfacing.
Rear Admiral Sir Dudley R. M. De Chair told Washington correspondents about two years commanding a patrol fleet chasing U boats. He described experiences without minimizing the danger and voiced confidence that the submarine threat would be overcome.

New York, April 26. Charges that Max Lynar also known as Count Lynar Loudon plotted to seize the person of the President and raise an army of 150000 German reservists in the United States for an invasion of Canada were made today as he applied for parole from a prison sentence for bigamy.
In Copenhagen London April 26 the Catholic Centre party backs Chancellor von Bethmann Hollweg’s stance to defer definite peace proposals. The party, now the Reichstag’s strongest, supports delaying Prussian franchise reform until peace is achieved.
Judge Rosasky refused parole for Lynar despite corrections department recommendation. The court cited risk to national security as Lynar allegedly planned to seize the U S president hostage and mobilize an invasion of Canada. Lynar, formerly Max Schiemangk alias Count Marcel de Passy, was jailed for bigamy in 1916.
