Arguments In Ohio Case On Submitting Federal Amendments

Washington April 23 The Supreme Court heard arguments on the validity of an Ohio constitutional amendment that would submit federal constitutional amendments to voters. The case appeals state supreme court rulings upholding the amendment. Hawke of Cincinnati and former Indiana Governor Frank Manly argued conflict with Article V. Ohio argues states may choose their legislative form or vest power in the people. A decision could affect suffrage and prohibition legislation.
