Quay Sherman clash over patronage and census actions
Washington April 22 A dispute between Senators Quay and Sherman highlights the power to control executive patronage. Quay accuses Sherman of a bargain that Pennsylvania would yield a solicitor post for an assistant commissioner’s seat, while Ohio gained the post Quay expected for Pennsylvania. Hart was offered solicitor, rejected as not the target, triggering party tension and questions about presidential independence from senatorial decrees. Porter, new census head, starts with two clerks and plans broader hires later, while Tichenor aims to shield efficient officials and keep politics out of appointments.
