Sherman Rebuts Butler on Bond Sales and Syndicate Contract

Secretary Sherman disputes Butler claims about bond sales and the 1878 syndicate contract with August Belmont for Rothschilds. He says only 5.698 million four per cent bonds were sold Jan to Apr, not the larger figures alleged, and notes the contract restricts sales to Geneva awards, four percent bonds, and sinking fund issues. The agreement grants the syndicate a monopoly on bond sales with a 6 percent gold commission and requires full payment before delivery.
