Mail system reform roils officials over lost documents

Government officers protest a new law on flanking privilege causing delays and misdelivery of official papers. Remonstrances cite disrupted communications and money vouchers sent to the dead letter office. Senator Collamer backs a return to the old system to allow dispatch through departmental channels. Also notes Treasury today reports a 10-40 loan of 2,110,000 to remain unsettled.

Deserters Put Longstreet at Orange Court House Reported

Army of the Potomac reports that deserters from the 48th regiment claim Longstreet's army is at Orange Court House and Lee's force numbers 45 000 to 50 000. A 43d North Carolina deserter says he was conscripted recently and swam the river to reach Union lines. The 2d corps artillery was reviewed by General Hancock. A cavalryman from the 1st Connecticut was captured by guerrillas near Grove Church. Over 1500 sick soldiers have been sent to Washington in two days.

City of Alton Brings Horses Mules Wagons and Cotton

The steamer City of Alton arrived with a large cargo of horses, mules, wagons, and 60 bales of cotton for St. Louis. The Memphis militia review on the 18th was creditable. Gen Hurlburt gave a farewell address and Gen Washburne departed to relieve him as cotton prices in Memphis steadied 65 to 70 cents.

Memphis news reports Forrest retreating into Mississippi while McGullough's forces have moved past the Tallahatchie. Grierson presses near Forrest's column. General Hurlburt reviewed troops under General Chetlain, who showed fine appearance in the review.
