After a tense day Huerta defies President Wilson by saying no salute to the flag will be given. He had earlier sent an insulting ultimatum. Word reached Admiral Badger as aeroplanes were ordered south and war measures hardened in preparation for seizing Mexican ports.
President Wilson plans to ask Congress to authorize action in Mexico after Huerta defies the U S ultimatum. He will address a joint session and seek power to seize Tampico and Vera Cruz ports and the rail line toward Mexico City. The cabinet meets at 10:30 a m to finalize the pacific blockade and other measures.
Mexico City April 19. Foreign Minister Portillo y Rojas said the United States could not demand an unconditional salute of its flag. He proposed a protocol allowing both flags to be saluted with the American flag first, then the Mexican, to be signed by Nelson O'Shaughnessy and the Mexican minister. He warned Washington refused to sign and demanded an unconditional salute. Mexico yields as much as dignity will permit.
Weather update from Washington notes southern New England expect showers and cooler conditions on Monday and Tuesday with fair weather later. Northern New England faces unsettled, cooler days with possible rain or snow in Maine. Secretary Bryan said a despatch from Mexico City reported the President’s demand had been given to the foreign minister and sent to General Huerta. The foreign minister asked if a protocol would be signed if Huerta acceded, according to the overnight telegraph.
