Geneva opens Alabama claims arbitration with absent arbiters

Despatch from Geneva reports the Tribunal for the Alabama claims opened at 9.30 this morning and closed at noon with none of the five arbitrators present. Britain and the United States were represented, notes from Lord Tenterden and Messrs Taylor Bernard for Britain and Messrs Davis Cushing Beaman for the United States. The proceedings delivered documents to the Secretary. Cushing calls the note on indirect damages worthless and asserts arbitration must proceed. In Commons Gladstone reiterates opposition to indirect claims and promises to lay documents before the House tomorrow. PRESS COMMENTS note factional support for rejecting indirect claims and say the Republic will carry more dispatches from Washington.

Reichstag passes bill ratifying treaty with United States

In Berlin on April 15 the Reichstag completed a third reading and passed a bill to ratify the Consular Convention between the United States and the German Empire. Deputy Georges raised concerns about insecurity of literary property and proposed protection for authors. Minister Delbruck said preventing book piracy was beyond the government's power without new legislation.

Diaz Dead and Rocha Defeated as Rebels Advance

From Matamoros April 4 report the N S Herald Special says Diaz is dead after illness while traveling with ten men toward Oaxaca. Trevino reports Diaz demise as Juarez foes plan continued warfare. Rocha defeated at Durango and expected to evacuate Zacatecas as Trevino moves toward Matamoros. Trevino denies American prisoners in Monterey.

Worcester mass April 15 fire in the Union block at Westboro took Newton Stocking clothing store and others, including tin shop and Chronotype office. Hose cut in places, suspected arson.
